Hello:)
I have a new horse, Laddie, hes a 15.2hh Connemara gelding, grey, when hes stable in the winter he is on rubber mats and about 6 bales of shavings, he is constantly banging his hocks till they have sores, he loves to roll, I do bank the sides as much as I can but the shavings move easily, any recommendations for something that may do a better job of staying in place?

Peat moss and then shavings. An example of this as it is called different things but this... www.walmart.com/ip/Premier-Sphagnum-Peat-Bale-2-2-cu-ft/16777567They will mix, yes but stay put better. Your stall though will look dark immediately if that is a concern for you...dry but dark.
Other than that, neoprene hock boots to protect the hocks from rubs.

Handsome horse ya got there... and that sounds like alot of shavings.. why not use straw over the shavings. ? might work or as hl4l suggested hock boots.... i have a huge horse here and his hips get bruised he is so big.. i use hay over sawdust..
